The Pearland Chamber of Commerce invites qualified contractors to submit bids for an interior renovation of its facility at 6117 Broadway Street in Pearland, Texas.

This project is an investment in the long term functionality, appearance, and effectiveness of the Chamber facility. Work includes interior demolition and modifications, wall and finish work, flooring, painting, ceiling related work, electrical and power modifications, restroom finish improvements, and associated work shown in the construction documents.

Each bidder is responsible for carefully reviewing the complete construction documents and identifying all work reasonably necessary to provide a complete finished project. Any item shown in the project documents that a bidder does not intend to provide must be specifically identified as an exclusion.

2. Required Pricing Options

The bid must separately price each of the following options identified on the project title sheet. These prices must remain separate so the Chamber can evaluate the available combinations before award.

  • Option 1A: Keep paneling and trim in Board Room as described in CD set.
  • Option 1B: Remove all paneling and trim inboard room and make wall like new to accept new finishes.
  • Item 2:
  • Porcelain wall tile in restrooms to be removed and wall to be repaired like new to accept matching texture and new pant, see A-500.
  • Porcelain wall tile to replace existing wall tile at same placement.

Any proposed substitution must be clearly identified in the bid and is not considered approved unless accepted by the Chamber and designer.

4. Notice of Interest

Contractors intending to submit a bid should notify the Pearland Chamber of Commerce by emailing Jim Johnson at Jim.Johnson@pearlandchamber.org. The notice of interest should include the company name, primary contact, phone number, and email address. A bid form will be sent to those who express their interest.

Submitting a notice of interest will allow the Chamber to communicate project clarifications, addenda, supplemental documents, or other information to interested bidders.

5. Site Review

Interested bidders are encouraged to review the existing facility and familiarize themselves with site conditions before submitting a bid. Requests for access to the facility or for a project walkthrough should be coordinated through Jim Johnson at Jim.Johnson@pearlandchamber.org.

Bidders are responsible for verifying existing conditions, measurements, access requirements, and other conditions that may reasonably affect pricing, sequencing, or schedule.

6. Questions and Clarifications

All questions regarding the project, construction documents, finishes, scope, pricing requirements, or bidding process must be submitted in writing to Jim.Johnson@pearlandchamber.org no later than October 2, 2026.

When appropriate, responses or clarifications that materially affect project scope or pricing will be distributed to contractors that have submitted notice of their intent to bid.

Requested subject line: Pearland Chamber Interior Renovation Bid | [Company Name]

The Chamber requests that bids be submitted as a single PDF whenever practical and include a completed Pearland Chamber Bid Form with all required attachments or supporting information.

8. Required Bid Information

At a minimum, each bid should include:

  • Completed Bid Form.
  • Core work pricing and separate pricing for Options 1A, 1B, 2A, and 2B.
  • Any allowances, assumptions, exclusions, proposed substitutions, and optional work.
  • Anticipated earliest start date and estimated construction duration.
  • Known long lead time materials or scheduling constraints.
  • Company qualifications and experience with comparable commercial interior renovation projects.
  • References for similar work.
  • Proposed major subcontractors, where known.
  • Insurance information and any applicable licensing or registration information.
  • Authorized company representative and bid validity period.

9. Chamber and Local Business Participation

The Pearland Chamber’s mission is to Serve Business. Promote Growth. Empower Community. Consistent with that mission, the Chamber wants to understand how each proposal may support Chamber members and businesses located in Pearland and Brazoria County.

Chamber membership is not required to submit a bid. Each bidder will be asked to report the following items separately:

  • Current Pearland Chamber membership status.
  • Estimated percentage of subcontracted dollar value anticipated to be awarded to Pearland Chamber members.
  • Estimated percentage of subcontracted dollar value anticipated to be awarded to businesses located in Pearland.
  • Estimated percentage of subcontracted dollar value anticipated to be awarded to businesses located in Brazoria County.

Important: These participation categories are reported separately and may overlap. They should not be added together as a single participation percentage.

10. Project Schedule and Chamber Operations

The Chamber intends to remain operational during as much of the renovation as reasonably possible. Bidders should identify recommended sequencing or phasing and any portions of the work that would require areas of the facility to be closed or inaccessible.

The bid should identify the anticipated earliest start date, estimated number of calendar days required for construction, anticipated substantial completion, and known long lead time items.

11. Bid Pricing

Pricing should represent the contractor’s complete proposed cost for the identified work and should clearly distinguish core work from required options, allowances, exclusions, optional work, and other potential costs.

The bidder should clearly state whether permit fees, delivery, disposal, mobilization, supervision, taxes, bonds if applicable, insurance related expenses, and other project costs are included. Any assumption affecting the proposed price should be disclosed with the bid.

12. Contractor Expectations

The selected contractor will be expected to maintain all licenses, registrations, and insurance required to legally perform the work. The contractor will be responsible for its subcontractors and for coordinating all trades necessary to complete the project.

The selected contractor will also be expected to maintain a safe and orderly worksite, protect existing Chamber property, coordinate work with Chamber staff, remove construction debris, and leave completed areas clean and ready for use. Specific contractual and insurance requirements will be finalized with the selected contractor.

13. Evaluation of Bids

The Pearland Chamber of Commerce intends to evaluate the complete value and qualifications presented by each bidder rather than relying solely on the lowest submitted price. Factors considered may include:

  • Completeness and responsiveness of the bid.
  • Total project cost and clarity of pricing.
  • Experience with comparable projects and demonstrated quality of work.
  • Ability to meet the desired project schedule.
  • Understanding of the project and proposed approach.
  • References and proposed project team.
  • Chamber membership and proposed use of Chamber member businesses.
  • Use of businesses located in Pearland and Brazoria County.
  • Any other factor the Chamber determines relevant to the successful completion of the project.

The Chamber may request additional information, conduct interviews, request clarification of a bid, or negotiate scope and pricing with one or more bidders before making a final selection.

14. Reservation of Rights

The Pearland Chamber of Commerce reserves the right to accept or reject any or all bids, waive informalities or irregularities, request clarification or additional information, modify the project scope, negotiate with one or more bidders, postpone the project, or cancel the solicitation if doing so is determined to be in the best interest of the Chamber.

Issuance of this Invitation to Bid does not obligate the Pearland Chamber of Commerce to award a contract or reimburse any bidder for expenses incurred in preparing a bid. No contractor should consider itself selected until a final agreement has been approved and executed by the Pearland Chamber of Commerce.

15. Preliminary Construction Estimate

For planning purposes, the Chamber has developed a preliminary construction estimate of approximately $210,000 to $222,000, representing approximately $38 to $40 per square foot based on the anticipated renovation scope.

This estimate is provided solely to communicate the anticipated scale of the project and should not be interpreted as a guaranteed project budget, minimum bid, maximum bid, or representation of the cost of performing the work. Each bidder is responsible for independently reviewing the Construction Documents, existing conditions, material requirements, labor needs, project sequencing, and other factors necessary to develop its own complete and competitive bid.

The Chamber encourages bidders to identify opportunities for cost efficiencies and value engineering that maintain the overall design intent, quality, functionality, and durability of the project. Any recommended substitutions, value engineering alternatives, or scope modifications should be clearly identified and priced separately from the bidder's primary proposal.
